AMP 75 Scattered Sites Architect/Engineering Services Request for Proposal





The Syracuse Housing Authority (SHA) will receive Proposals for the professional services described below, no later than 10:00 a.m. local time, on May 25, 2018, at their offices located at 516 Burt Street, Syracuse, New York 13202. Proposals received after that time will be rejected. For a copy of this RFP, contact the SHA Modernization Department at or by phone at (315)470-4350.

Changes to this RFP may be issued in the form of an addendum at any time prior to the due date and
time for submitting proposals. The Modernization Department maintains a mailing list of all vendors that were provided copies of this solicitation (via vendor pickup, mail, fax, or email). The Modernization staff will send the addendum to any vendor who directly received a copy of the RFP from the SHA Modernization Department. Any vendor who did not directly receive a copy of the RFP from SHA is encouraged to contact the Modernization Department to have their name added to the list of those firms intending to submit a proposal. Proposals shall include acknowledgement that addenda were received.


Provide all Professional Architectural & Engineering (A/E) services necessary to inspect, investigate existing conditions (including meetings with SHA maintenance staff and inspecting buildings and random apartments, as needed) and to prepare the required plans & specifications based on the investigation, for the following identified Capital Fund projects at the Syracuse Housing Authority’s AMP 75 Scattered Sites multi-family development group (includes NY1-12 Benderson Heights, NY1-14 Scattered Rehabs , & NY1-16 Scattered Sites):

1.) Physical Needs Assessment of all buildings at the three developments, per HUD guidelines.
2.) Replacement of exterior entry & storm doors at the NY1-12 Benderson Heights & NY1-16 Scattered Sites development
3.) Sitework at the NY1-16 Scattered Sites development to include: removal of basement vents, site regrading to prevent basement water infiltration, stoop, patio and pavement repair/repalcement
4.) Masonry Restoration and Siding Replacement, including trim and soffit repairs, at the NY1-16 Scattered Sites development
5) Masonry Restoration at the NY1-12 Benderson Heights development
6.) Bathroom renovations, as needed, at the NY1-12 Benderson Heights & NY1-16 Scattered Sites developments

The SHA may negotiate with the chosen Architect for additional professional services for capital needs that may be discovered during the PNA or during the term of the contract. Contract term is proposed to be 3 years.
The Architect shall clearly identify the range of inhouse architectural and engineering services available and/or the subconsultants that would be used if not available inhouse.

A pre-proposal meeting and site tour is scheduled for 10:00 a.m. Tuesday, May 15, 2018. The meeting will be held at the SHA main office (516 Burt Street, Syracuse, NY 13202).
