Do I Still Have To Pay Rent ?
YES,  You are still obligated to pay your monthly rent. Due to COVID-19 there is currently a temporary Eviction Moratorium directed by HUD under the CARES ACT and under Governor Cuomo’s Executive Order however you are still obligated to pay rent. The eviction moratorium issued by the CARES Act and by New York State just means that SHA cannot take you to court for nonpayment of rent right now, but once the moratorium is lifted, SHA will be allowed to.

What If I Can’t Pay My Rent?
Contact your property manager or housing specialist as soon as possible to discuss available options that you may have.  You may be able to enter into a repayment agreement.

What If I Have Had A Reduction In Income?
Please contact your property manager or housing specialist as soon as possible.

How Do I Get My Rent Reduced?
Mail  You can complete the attached form and return it to your property manager.  OR
Phone:  Make a phone appointment with your property manager or housing specialist to discuss your reduction.  See back of notice for phone numbers.

How Do I Verify That I Have Had A Reduction In Income?
Due to COVID-19 you may not have the necessary verification documentation that is usually required for a reduction in rent.  During this time SHA will accept a self certification.   Please contact your property manager to discuss this.

City COVID Funding (ESG and CDGB) – Funding Administered through DSS, July 15, 2020

City of Syracuse Rental and Utility Financial Assistance

In response to the coronavirus pandemic, HUD has allocated funds to the City of Syracuse to prevent and

respond to individuals and families negatively impacted who are at imminent risk of facing eviction and

becoming homeless. The City has asked the Department of Social Services - Economic Security (DSS-ES) to

administer the portion of these funds targeted to provide financial aid. These funds will be used for City of

Syracuse residents only whose household income exceeds the standard eligibility requirements for Temporary

Assistance. DSS-ES will refer individuals and families assessed with additional needs to community based case

management services. For households receiving ESG funds, case management is mandatory.

 

ESG-CV GRANT The City received $713,879 from HUD to supplement their ESG-CV GRANT

CDBG-CV GRANT The City received $1,251,383 from HUD to supplement their CDBG-CV GRANT.

Available Assistance:  Voucher for 3 months of rent;

 

Eligibility:

CDBG-CV Homeless and Eviction Prevention Criteria $1,251,383

• Income: 80% Area Median Income or below

• City Resident

• Follow up case management, not required but available as needed through Catholic Charites

• Referral to Financial Empowerment Center

• Estimated to serve 600 Households

ESG-CV Homeless and Eviction Prevention Criteria $713,879

• Income: 50% Area Median Income or below

• City Residence

• Imminently at risk of homelessness (higher need)

o Up to four months of assistance, case by case

• Follow up case management for 6 months required through Salvation Army or Catholic Cha rites

• Referral to Financial Empowerment Center

 

As of last month, only $72,000 of the funding has made its way to City residents due to HUD’s complicated rules and the Eviction Moratorium.

New York Emergency Rent Relief Act of 2020:  Funding Administered through HCR

Available Assistance:  Voucher for an amount equal to the difference between the applicant's rent burden on March 1, 2020 and their rent burden during the month or months assistance is requested for that they would provide to their landlord.

Eligibility:

1. an income below 80 percent of the area median income, as adjusted for family size, both prior to March 7, 2020 and at the time of application;

2. a rent burden both prior to March 7, 2020 and at the time of application; and

3. lost income during the coverage period (April 1-July 31),
